After long months when I was forced to keep silent, despite heavy concerns, the time has come when I can finally speak openly.
When the German Reich received England’s declaration of war on 3 September 1939, the British attempted once again to frustrate any attempt to begin a consolidation, and thus a strengthening, of Europe by fighting the then strongest power on the Continent.
England formerly destroyed Spain through many wars.
For the same reason it waged its wars against Holland.
With the help of all of Europe it later fought France.
And around the turn of the century, it began to encircle the German Reich and it began the World War in 1914.
Germany was defeated in 1918 only because of its inner disunity. The results were terrible. After first hypocritically declaring to be fighting only against the Kaiser and his regime, they began the systematic destruction of the German Reich after the German army had laid down its arms. As the prophecy of a French statesman, who had said that there were twenty million Germans too many, began to be fulfilled through starvation, disease, or emigration, the National Socialist movement began building the unity of the German people, thereby preparing the rebirth of the Reich.
This new revival of our people from poverty, misery, and shameful contempt was a sign of a pure internal rebirth. England was not affected, much less threatened, by this. Nonetheless, it immediately renewed its hateful policy of encirclement against Germany. Both at home and abroad, we faced the plot we all know about between Jews and democrats, Bolshevists and reactionaries, all with the same goal: to prevent the establishment of a new people’s state, to plunge the Reich again into impotence and misery.
The hatred of this international world conspiracy was directed not only against us, but also against those peoples who also had been neglected by Fortune, who could earn their daily bread only through the hardest struggle. Italy and Japan above all, alongside Germany, were almost forbidden to enjoy their share of the wealth of the world. The alliance between these nations was, therefore, only an act of self-defense against a threatening, egotistical world coalition of wealth and power.
As early as 1936, according to the testimony of the American General Wood to a committee of the American House of Representatives, Churchill had said that Germany was becoming too strong again, and that it therefore had to be destroyed.
In summer 1939, England thought that the time had come to renew its attempts to destroy Germany by a policy of encirclement. Their method was to begin a campaign of lies. They declared that Germany threatened other peoples. They then provided an English guarantee of support and assistance, next, as in the World War, let them march against Germany.
Thus between May and August 1939, England succeeded in spreading the claim throughout the world that Germany directly threatened Lithuania, Estonia, Latvia, Finland, Bessarabia, and even the Ukraine. Some of these nations allowed themselves to be misled, accepting the promises of support that were offered, and thereby joined the new attempt to encircle Germany.
Under these circumstances, I believed that I was called by my conscience, and by the history of the German people, to assure not only these nations and their governments that these British accusations were untrue, but also to reassure the strongest power in the East through formal declarations that our interests did not conflict.

You probably all felt that this was a bitter and difficult step for me. The German people have never had hostile feelings toward the peoples of Russia. During the last two decades, however, the Jewish-Bolshevist rulers in Moscow have attempted to set not only Germany, but all of Europe, aflame. Germany has never attempted to spread its National Socialist worldview to Russia. Rather, the Jewish-Bolshevist rulers in Moscow have constantly attempted to subject us and the other European peoples to their rule. They have attempted this not only intellectually, but above all through military means.
The results of their efforts, in every nation, were only chaos, misery, and starvation.
I, on the other hand, have tried for two decades to build a new socialist order in Germany, with a minimum of interference and without harming our productive capacity. This has not only eliminated unemployment, but also the profits of labor have flowed increasingly to working people.
The results of our policies are unique in all the world. Our economic and social reorganization has led to the systematic elimination of social and class barriers, with the goal of a true people’s community.
It was, therefore, difficult for me in August 1939 to send my minister to Moscow to attempt to work against Britain’s plans to encircle Germany. I did it only because of my sense of responsibility to the German people, above all in the hope of reaching a lasting understanding and perhaps avoiding the sacrifice that would otherwise be demanded of us.
With the exception of Lithuania, Germany declared that those areas and nations were outside Germany’s political interests. There was a special provision in the case that England succeeded in inciting Poland into war against Germany. But here, too, German claims were moderate, and in no relation to the accomplishments of German arms.

The results of the treaty, which I sought in the interests of the German people, were particularly severe for Germans living in the affected nations.
Over half a million German people’s comrades — all of them small farmers, craftsmen, and workers — were forced, almost overnight, to leave their former homes to escape a new government that threatened them with vast misery, and sooner or later, with complete extermination (Ausrottung).
Even so, thousands of Germans disappeared! It was impossible to learn what had happened to them, or even where they were. More than 160 of them were men holding German citizenship.
I kept silent about all this, because I had to keep silent! My wish was for final agreement with this state, and if possible a lasting settlement.
But even during our march into Poland, in violation of the treaty, the Soviet rulers suddenly claimed Lithuania.
The German Reich never intended to occupy Lithuania, and never made any such demand on Lithuania. To the contrary, it turned down the request by the Lithuanian government to send German troops there, since that did not correspond to the goals of German policy.
Nonetheless, I accepted this new Russian demand. But that was only the beginning of ever new demands.
The victory on Poland, gained exclusively by German troops, gave me the occasion to extend a new offer of peace to the Western powers. It was rejected by the international and Jewish warmongers.
The reason was that England still hoped to mobilize a European coalition against Germany that would include the Balkans and Soviet Russia.
Those in London decided to send Ambassador Cripps to Moscow. He has clear orders to improve relations between England and Soviet Russia, and to develop them along lines England wanted. The English press reported on the progress of his mission, as long as they were not silent for tactical reasons.
The first results were evident in fall 1939 and spring 1940. Russia justified its attempts to subject not only Finland, but also the Baltic states, by the sudden false and absurd claim that it was protecting them from a foreign threat, or that it was acting to prevent that threat. Only Germany could have been meant. No other power could enter the Baltic Sea, or wage war there. I still had to remain silent. The rulers of the Kremlin continued.
Consistent with the so-called friendship treaty, Germany removed its troops far from its eastern border in spring 1940. Russian forces were already moving in, and in numbers that could only be seen as a clear threat to Germany.
According to a statement by Molotov, there were already 22 Russian divisions in the Baltic states in spring 1940.
Although the Russian government always claimed that the troops were there at the request of the people who lived there, their purpose could only be seen as a demonstration aimed at Germany.
As our soldiers attacked French-British forces in the west, the extent of the Russian advance on our eastern front grew ever more threatening.
In August 1940, I concluded that, given the increasing number of powerful Bolshevist divisions, it was no longer in the interests of the Reich to leave the eastern provinces, so often devastated by war, unprotected.
This, however, is exactly what the British and Soviets had hoped. The fact that so much of the German forces, in particular the air force, was tied down in the east made it impossible for the German leadership to bring a radical end to the war in the West.
This was the goal of both British and Soviet Russian policy. Both England and Soviet Russia wanted to prolong this war as long as possible in order to weaken all of Europe and plunge it into ever greater impotence.
Russia’s threatened attack on Rumania was intended not only to take over an important element in the economic life not only of Germany, but of Europe as whole, or at least to destroy it.
With boundless patience, the German Reich attempted after 1933 to win over the southeastern European states as trading partners. We, therefore, had the greatest possible interest in their domestic stability and order. Russia’s entrance into Rumania and Greece’s ties to England threatened to rapidly transform this area into a general battleground.
Despite our principles and customs, and despite the fact that the Rumanian government had brought on these troubles itself, I urgently advised them, for the sake of peace, to bow to Soviet extortion and cede Bessarabia.
The Rumanian government, however, believed that it could justify this step to its own people only if Germany and Italy in return guaranteed the security of its remaining territory. I did this with a heavy heart. When the German government gives a guarantee, it will stand by it. We are neither English nor Jewish.
I thus believed that I had saved peace at the last moment, even if at the cost of a heavy obligation. To reach a final resolution of these problems and to clarify Russian intentions toward the Reich, as well as under the pressure of steadily increasing mobilization along our eastern border, I invited Mr. Molotov to come to Berlin.
The Soviet foreign minister demanded further clarification from Germany on the following four questions:
Molotov’s first question:
Does Germany’s guarantee for Rumania in the event of an attack mean war with Russia in the event of an attack Soviet Russia?
My answer:
The German guarantee is broad and obligates us absolutely. Russia has never told us that it has any interest in Rumania outside Bessarabia. The occupation of northern Bukowina was already a violation of this assurance. I therefore do not believe that Russia could have any further claims on Rumania.
Molotov’s second question:
Russia feels itself threatened by Finland again. Russia is unwilling to tolerate this. Is Germany ready to provide no support for Finland, and above all to withdraw the German troops in Kirkenes?
My answer:
As in the past, Germany has no political interests in Finland. However, the German government cannot accept a new Russian war against the tiny Finnish people, particularly since we could never believe that Finland threatens Russia. However, we do not want war in the Baltic Sea.
Molotov’s third question:
Is Germany willing for Soviet Russia to provide a guarantee to Bulgaria, and to send Soviet-Russian troops to Bulgaria for this purpose — although he (Molotov) wished to say that they did not have the intention of removing the king.
My answer:
Bulgaria is a sovereign state, and I did not know that, just as Rumania had asked for a German guarantee, Bulgaria has asked for one from Soviet Russia. I would also have to discuss the matter with my allies.
Molotov’s fourth question:
Soviet Russia absolutely requires free passage through the Dardanelle, and also demands, for its protection, several important positions on the Dardanelle or along the Bosporus. Is Germany willing to agree to this or not?
My answer:
Germany is ready at any time to agree to changes in the Statute of Montreux that benefit the Black Sea states. Germany is not willing to approve Russian bases on the straights.

I behaved as the responsible leader of the German Reich, but also as a responsible representative of European culture and civilization.
The result was an increase in Soviet Russian activity against the Reich, above all the immediate beginning of efforts to subvert the new Rumanian state and an attempt to use propaganda to eliminate the Bulgarian government.
With the help of confused and immature people, the Rumanian Legion succeeded in organizing a coup that removed General Antonescu and plunged the nation into chaos. By removing legal authority, they also removed the grounds for Germany to act on its guarantee.
Still, I believed it best to remain silent.
Immediately after this enterprise collapsed, there was a new increase in Russian troops along the German eastern border. Increasing numbers of tank and parachute divisions threatened the German border. The German army, and the German homeland, know that until a few weeks ago, there was not a single German tank or motorized division on our eastern border.
If anyone needed final proof of the carefully hidden coalition between England and Soviet Russia, the conflict in Yugoslavia provided it. While I was making a last attempt to keep peace in the Balkans, and in agreement with the Duce invited Yugoslavia to join the Three Power Pact, England and Soviet Russia organized a coup that toppled the government that was ready for such an agreement.
The German people can now be told that the Serbian coup against Germany was under both the English and Soviet Russian flags. Since we were silent, the Soviet Russian government went a step further. Not only did they organize a Putsch, but signed a treaty of friendship with their new lackeys a few days later that was intended to strengthen Serbia’s resistance to peace in the Balkans, and turn it against Germany. It was no platonic effort, either.
Moscow demanded that the Serbian army mobilize.
Since I still believed that it was better not to speak, the rulers of the Kremlin took a further step.
The German government now possesses documents that prove that, to bring Serbia into the battle, Russia promised to provide it with weapons, airplanes, ammunition, and other war material through Salonika.
That happened at almost the same moment that I was giving the Japanese Foreign Minister Dr. Matsuoka the advice to maintain good relations with Russia, in the hope of maintaining peace.
Only the rapid breakthrough of our incomparable divisions into Skopje and the capture of Salonika prevented the realization of this Soviet Russian-Anglo-Saxon plot. Serbian air force officers, however, fled to Russia and were immediately welcomed as allies.
Only the victory of the Axis powers in the Balkans frustrated the plan of involving Germany in battle in the southeast for months, allowing the Soviet Russian armies to complete their march and increase their readiness for action. Together with England, and with the hoped for American supplies, they would have been ready to strangle and defeat the German Reich and Italy.
Thus Moscow not only broke our treaty of friendship, but betrayed it!
They did all this while the powers in the Kremlin, to the very last minute, hypocritically attempted to favor peace and friendship, just as they had with Finland or Rumania.
I was forced by circumstances to keep silent in the past. Now the moment has come when further silence would be not only a sin, but a crime against the German people, against all Europe.
Today, about 160 Russian divisions stand at our border. There have been steady border violations for weeks, and not only on our border, but in the far north, and also in Rumania. Russian pilots make a habit of ignoring the border, perhaps to show us that they already feel as if they are in control.
During the night of 17-18 June, Russian patrols again crossed the German border and could only be repelled after a long battle.
Now the hour has come when it is necessary to respond to his plot by Jewish-Anglo-Saxon warmongers and the Jewish rulers of Moscow’s Bolshevist headquarters.

At this moment, an attack unprecedented in the history of the world in its extent and size has begun. With Finnish comrades, the victors of Narvik stand by the Arctic Sea. German divisions, under the command of the conqueror of Norway, together with the heroes of Finland’s freedom and their marshal, defend Finnish soil. On the Eastern Front, German formations extend from East Prussia to the Carpathians. From the banks of the Pruth River, from the lower Danube to the Black Sea, German and Romanian soldiers are united under state leader Antonescu.
The purpose of this front is no longer the protection of the individual nations, but rather the safety of Europe, and therefore the salvation of everyone.
I have therefore decided today once again to put the fate of Germany and the future of the German Reich and our people in the hands of our soldiers.

Moscow demanded that the Serbian army mobilize.
Since I still believed that it was better not to speak, the rulers of the Kremlin took a further step.
The German government now possesses documents that prove that, to bring Serbia into the battle, Russia promised to provide it with weapons, airplanes, ammunition, and other war material through Salonika.
That happened at almost the same moment that I was giving the Japanese Foreign Minister Dr. Matsuoka the advice to maintain good relations with Russia, in the hope of maintaining peace.
Only the rapid breakthrough of our incomparable divisions into Skopje and the capture of Salonika prevented the realization of this Soviet Russian-Anglo-Saxon plot. Serbian air force officers, however, fled to Russia and were immediately welcomed as allies.
Only the victory of the Axis powers in the Balkans frustrated the plan of involving Germany in battle in the southeast for months, allowing the Soviet Russian armies to complete their march and increase their readiness for action. Together with England, and with the hoped for American supplies, they would have been ready to strangle and defeat the German Reich and Italy.
Thus Moscow not only broke our treaty of friendship, but betrayed it!
They did all this while the powers in the Kremlin, to the very last minute, hypocritically attempted to favor peace and friendship, just as they had with Finland or Rumania.
I was forced by circumstances to keep silent in the past. Now the moment has come when further silence would be not only a sin, but a crime against the German people, against all Europe.
Today, about 160 Russian divisions stand at our border. There have been steady border violations for weeks, and not only on our border, but in the far north, and also in Rumania. Russian pilots make a habit of ignoring the border, perhaps to show us that they already feel as if they are in control.
During the night of 17-18 June, Russian patrols again crossed the German border and could only be repelled after a long battle.
Now the hour has come when it is necessary to respond to his plot by Jewish-Anglo-Saxon warmongers and the Jewish rulers of Moscow’s Bolshevist headquarters.

The purpose of this front is no longer the protection of the individual nations, but rather the safety of Europe, and therefore the salvation of everyone.
I have therefore decided today once again to put the fate of Germany and the future of the German Reich and our people in the hands of our soldiers.

Von schweren Sorgen bedrückt, zu monatelangem Schweigen verurteilt, ist nun die Stunde gekommen, in der ich endlich offen sprechen kann. Als das Deutsche Reich am 3. September 1939 die englische Kriegserklärung erhielt, wiederholte sich aufs neue der britische Versuch, jeden Beginn einer Konsolidierung und damit eines Aufstiegs Europas durch den Kampf gegen die jeweils stärkste Macht des Kontinents zu vereiteln.
So hat England einst in vielen Kriegen Spanien zugrunde gerichtet. So führte es seine Kriege gegen Holland. So bekämpfte es mit Hilfe von ganz Europa später Frankreich. Und so begann es um die Jahrhundertwende die Einkreisung des damaligen Deutschen Reiches und im Jahr 1914 den Weltkrieg. Nur durch seine innere Uneinigkeit ist Deutschland im Jahre 1918 unterlegen. Die Folgen waren furchtbar.
Nachdem man erst heuchlerisch erklärte, allein gegen den Kaiser und sein Regime gekämpft zu haben, begann man nach der Waffenniederlegung des deutschen Heeres mit der planmäßigen Vernichtung des Deutschen Reiches. Während sich die Prophezeiungen eines französischen Staatsmannes, daß in Deutschland 20 Millionen Menschen zuviel seien, d. h. durch Hunger, Krankheiten oder Auswanderung beseitigt werden müßten, scheinbar wörtlich erfüllten, begann die nationalsozialistische Bewegung ihr Einigungswerk des deutschen Volkes und damit den Wiederaufstieg des Reiches einzuleiten. Diese neue Erhebung unseres Volkes aus Not, Elend und schmählicher Mißachtung stand im Zeichen einer rein inneren Wiedergeburt.
Besonders England wurde dadurch nicht berührt oder gar bedroht. Trotzdem setzte die neue haßerfüllte Einkreisungspolitik gegen Deutschland augenblicklich wieder ein. Innen und außen kam es zu jenem uns bekannten Komplott zwischen Juden und Demokraten, Bolschewisten und Reaktionären mit den einzigen Zielen, die Errichtung des neuen deutschen Volksstaates zu verhindern, das Reich erneut in Ohnmacht und Elend zu stürzen.
Neben uns traf der Haß dieser internationalen Weltverschwörung jene Völker, die, ebenso vom Glück übersehen, im härtesten Daseinskampf das tägliche Brot zu verdienen gezwungen LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 2 waren. Vor allem Italien und Japan wurde der Anteil an den Gütern dieser Welt genau so wie Deutschland bestritten, ja förmlich verboten. Der Zusammenschluß dieser Nationen war daher nur ein Akt des Selbstschutzes gegenüber der sie bedrohenden egoistischen Weltkoalition des Reichtums und der Macht.
Allein schon 1936 erklärte Churchill nach den Aussagen des amerikanischen Generals Wood vor einem Ausschuß des amerikanischen Repräsentantenhauses, daß Deutschland wieder zu mächtig würde und daher vernichtet werden müsse. Im Sommer 1939 schien England der Zeitpunkt gekommen, die erneut beabsichtigte Vernichtung mit der Wiederholung einer umfassenden Einkreisungspolitik Deutschlands beginnen zu können.
Das System der zu diesem Zweck veranstalteten Lügenkampagne bestand darin, andere Völker als bedroht zu erklären, sie mit englischen Garantie- und Beistandsversprechen erst einmal einzufangen und dann so wie vor dem Weltkrieg gegen Deutschland marschieren zu lassen. So gelang es England, vom Mai bis August 1939 in die Welt die Behauptung zu lancieren, daß Litauen, Estland, Lettland, Finnland, Bessarabien sowohl als die Ukraine von Deutschland direkt bedroht seien.
Ein Teil der Staaten ließ sich dadurch verleiten, das mit diesen Behauptungen angebotene Garantieversprechen anzunehmen und ging damit in die neue Einkreisungsfront gegen Deutschland über. Unter diesen Umständen glaubte ich es vor meinem Gewissen und vor der Geschichte des deutschen Volkes verantworten zu können, nicht nur diesen Ländern bzw. ihren Regierungen die Unwahrheit der vorgebrachten britischen Behauptungen zu versichern, sondern darüber hinaus die stärkste Macht des Ostens noch besonders durch feierliche Erklärungen über die Grenzen unserer Interessen zu beruhigen. Nationalsozialisten!
Ihr habt es einst wohl alle gefühlt, daß dieser Schritt für mich ein bitterer und schwerer war. Niemals hat das deutsche Volk gegen die Völkerschaften Rußlands feindselige Gefühle gehegt. Allein seit über 2 Jahrzehnten hat sich die jüdisch-bolschewistische Machthaberschaft von Moskau aus bemüht, nicht nur Deutschland, sondern ganz Europa in Brand zu stecken.
Nicht Deutschland hat seine nationalsozialistische Weltanschauung jemals versucht, nach Rußland zu tragen, sondern die jüdisch-bolschewistischen Machthaber in Moskau haben es unentwegt unternommen, unserem und den anderen europäischen Völkern ihre Herrschaft aufzuoktroyieren, und dies nicht nur geistig, sondern vor allem auch militärisch-machtmäßig.
Die Folgen der Tätigkeit dieses Regimes aber waren in allen Ländern nur das Chaos, Elend und Hungersnot. Ich habe mich demgegenüber seit zwei Jahrzehnten bemüht, mit einem Minimum an Eingriffen und ohne jede Zerstörung unserer Produktion zu einer neuen sozialistischen Ordnung in Deutschland zu kommen, die nicht nur die Arbeitslosigkeit beseitigt, sondern auch den Gewinn der Arbeit steigend den schaffenden Menschen immer mehr zufließen läßt. Die Erfolge dieser Politik der wirtschaftlichen und sozialen Neuordnung unseres Volkes, die in planmäßiger Überwindung von Standes- und Klassengegensätzen als letztes Ziel einer wahren Volksgemeinschaft zustrebt, sind in der ganzen Welt einmalig.
Es war daher im August 1939 für mich eine schwere Überwindung, meinen Minister nach Moskau zu schicken, um dort zu versuchen, der britischen Einkreisungspolitik gegen Deutschland entgegenzuarbeiten. Ich tat es nur im Verantwortungsbewußtsein dem deutschen Volk gegenüber, vor allem aber in der Hoffnung, am Ende doch zu einer dauernden Entspannung kommen und die vielleicht von uns sonst geforderten Opfer vermindern zu können.

Juni 1941 3 Indem nun Deutschland in Moskau feierlich die angeführten Gebiete und Länder – ausgenommen Litauen – als außerhalb aller deutschen politischen Interessen liegend versicherte, wurde noch eine besondere Vereinbarung 1 getroffen für den Fall, daß es England gelingen sollte, Polen tatsächlich gegen Deutschland in den Krieg zu hetzen.
Aber auch hier fand eine Begrenzung der deutschen Ansprüche statt, die in keinem Verhältnis zu den Leistungen der deutschen Waffen stand. Nationalsozialisten! Die Folgen dieses von mir selbst gewünschten und im Interesse des deutschen Volkes abgeschlossenen Vertrages waren besonders für die in den betroffenen Ländern lebenden Deutschen sehr schwere. Weit mehr als eine halbe Million deutscher Volksgenossen – alles Kleinbauern, Handwerker und Arbeiter – wurden fast über Nacht gezwungen, ihre frühere Heimat zu verlassen, um einem neuen Regime zu entgehen, das ihnen zunächst mit grenzenlosem Elend, früher oder später aber mit der völligen Ausrottung drohte.
Trotzdem sind tausende Deutsche verschwunden! Es war unmöglich, jemals ihr Schicksal oder gar ihren Aufenthalt zu ermitteln. Unter ihnen befinden sich allein über 160 Männer deutscher Reichsangehörigkeit.
Ich habe zu dem allen geschwiegen, weil ich schweigen mußte! Denn es war ja mein Wunsch, eine endgültige Entspannung und wenn möglich einen dauernden Ausgleich mit diesem Staate herbeizuführen. Schon während unseres Vormarsches in Polen aber beanspruchten die sowjetischen Machthaber plötzlich entgegen dem Vertrag auch Litauen. Das Deutsche Reich hat nie die Absicht gehabt, Litauen zu besetzen und hat auch nicht nur kein derartiges Ansinnen an die Litauische Regierung gestellt, sondern im Gegenteil das Ersuchen der damaligen Litauischen Regierung, nach Litauen in diesem Sinne deutsche Truppen zu schicken, als nicht den Zielen der deutschen Politik entsprechend abgelehnt.
Trotzdem fügte ich mich auch in diese neue russische Forderung. Es war aber nur der Beginn fortgesetzter neuer Erpressungen, die sich seitdem immer wiederholten. Der Sieg in Polen, der ausschließlich [!] von deutschen Truppen erfochten worden war, veranlaßte mich, erneut ein Friedensangebot an die Westmächte zu richten. Es verfiel durch die internationalen und jüdischen Kriegshetzer der Ablehnung. Der Grund für diese Ablehnung aber lag schon damals daran, daß England noch immer die Hoffnung hatte, eine europäische Koalition gegen Deutschland mobilisieren zu können unter Einschluß des Balkans und Sowjetrußlands. So entschloß man sich in London, als Botschafter Mister Cripps nach Moskau zu schicken.
Er erhielt den klaren Auftrag, unter allen Umständen die Beziehungen zwischen England und Sowjetrußland erneut aufzunehmen und im englischen Sinne zu entwickeln. Über den Fortschritt dieser Mission berichtete die englische Presse, solange sie nicht taktische Gründe zum Schweigen veranlaßte. Im Herbst 1939 und Frühjahr 1940 zeigten sich auch tatsächlich schon die ersten Folgen. Während sich Rußland anschickte, nicht nur Finnland, sondern auch die baltischen Staaten militärisch zu unterjochen, motivierte es diesen Vorgang plötzlich mit der ebenso verlogenen wie lächerlichen Behauptung, diese Länder vor einer fremden Bedrohung schützen bzw. ihr zuvorkommen zu müssen. Damit aber sollte nur Deutschland gemeint sein.
Denn eine andere 1 Gemeint ist das geheime Zusatzabkommen v. 23. 8. 1939. [Anm. aus der Originaledition übernommen.] LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 4 Macht konnte überhaupt in die Ostseegebiete weder eindringen noch dort einen Krieg führen. Trotzdem mußte ich schweigen. Aber die Machthaber im Kreml gingen sofort weiter. Während Deutschland im Frühjahr 1940 seine Streitkräfte im Sinne des sogenannten Freundschaftspaktes weit von der Ostgrenze zurückzog, ja diese Gebiete zum großen Teil überhaupt von deutschen Truppen entblößte, begann bereits zu dieser Zeit der Aufmarsch russischer Kräfte in einem Ausmaß, der nur als eine bewußte Bedrohung Deutschlands aufgefaßt werden konnte. Nach einer damals persönlich abgegebenen Erklärung Molotows befanden sich schon in Frühjahr 1940 22 russische Divisionen allein in den baltischen Staaten.
Da die russische Regierung immer behauptete, sie sei von der dortigen Bevölkerung gerufen worden, konnte der Zweck ihres Dortseins mithin nur eine Demonstration gegen Deutschland sein. Während nun unsere Soldaten vom 10. Mai 1940 an die französischbritische Macht im Westen gebrochen hatten, wurde der russische Aufmarsch an unserer Ostfront aber in einem allmählich immer bedrohlicherem Ausmaß fortgesetzt. Vom August 1940 ab glaubte ich daher, es im Interesse des Reiches nicht mehr verantworten zu können, diesem gewaltigen Kräfteaufmarsch bolschewistischer Divisionen gegenüber unsere ohnehin schon so oft verwüsteten Ostprovinzen ungeschützt sein zu lassen.
Damit aber trat das ein, was die britisch-sowjetrussische Zusammenarbeit beabsichtigte, nämlich: die Bindung so starker deutscher Kräfte im Osten, daß besonders luftmäßig eine radikale Beendigung des Krieges im Westen von der deutschen Führung nicht mehr verantwortet werden konnte. Dies entsprach aber nicht nur dem Ziel der britischen, sondern auch der sowjetrussischen Politik. Denn sowohl England wie Sowjetrußland haben die Absicht, diesen Krieg so lange als möglich dauern zu lassen, um ganz Europa zu schwächen und es in eine immer größere Ohnmacht zu versetzen.
Der bedrohliche Angriff Rußlands gegen Rumänien sollte ebenfalls im letzten Grunde nur der Aufgabe dienen, eine wichtige Basis nicht nur des deutschen, sondern des wirtschaftlichen Lebens ganz Europas in die Hand zu bekommen oder unter Umständen wenigstens zu vernichten. Gerade das Deutsche Reich aber hat sich seit dem Jahre 1933 mit unendlicher Geduld bemüht, die südosteuropäischen Staaten als Handelspartner zu gewinnen. Wir besaßen deshalb auch das höchste Interesse an ihrer inneren staatlichen Konsolidierung und Ordnung. Der Einbruch Rußlands in Rumänien, die griechische Bindung an England drohten auch diese Gebiete in kurzer Zeit in einen allgemeinen Kriegsschauplatz zu verwandeln.
Entgegen unseren Grundsätzen und Gebräuchen habe ich auf eine dringende Bitte der damaligen an dieser Entwicklung selbst schuldigen Rumänischen Regierung den Rat gegeben, um des Friedens wegen der sowjetischen Erpressung nachzugeben und Bessarabien abzutreten. Die Rumänische Regierung glaubte dies aber vor ihrem eigenen Volke nur unter der Voraussetzung noch tragen zu können, wenn Deutschland und Italien als Entschädigung dafür wenigstens eine Garantie geben würden, daß an dem noch übrig bleibenden Bestand Rumäniens nicht mehr gerüttelt wird.
Ich habe dies schweren Herzens getan. Vor allem schon deshalb: Wenn das Deutsche Reich eine Garantie gibt, bedeutet dies, daß es dafür auch einsteht. Wir sind weder Engländer noch Juden. So glaubte ich noch in letzter Stunde, dem Frieden in diesem Gebiete gedient zu haben, wenn auch unter der Annahme einer schweren eigenen Verpflichtung. Um aber diese Probleme endgültig zu lösen und über die russische Einstellung dem Reiche gegenüber ebenfalls LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 5 Klarheit zu erhalten, sowie unter dem Druck der sich stetig verstärkenden Mobilisierung an unserer Ostgrenze, habe ich Herrn Molotow eingeladen, nach Berlin zu kommen.
Der sowjetische Außenminister verlangte nun die Klärung bzw. Zustimmung Deutschlands in folgenden vier Fragen: 1. Frage Molotows: Solle sich die deutsche Garantie für Rumänien im Falle eines Angriffs Sowjetrußlands gegen Rumänien auch gegen Sowjetrußland richten? Meine Antwort: Die deutsche Garantie ist eine allgemeine und uns unbedingt verpflichtende. Rußland habe uns aber nie erklärt, daß es außer Bessarabien überhaupt noch in Rumänien Interessen besitze. Schon die Besetzung der Nord-Bukowina war ein Verstoß gegen diese Versicherung. Ich glaubte daher nicht, daß Rußland jetzt plötzlich noch weitergehende Absichten gegen Rumänien haben könnte. 2. Frage Molotows: Rußland fühle sich erneut von Finnland bedroht, Rußland sei entschlossen, dies nicht zu dulden. Sei Deutschland bereit, Finnland keinerlei Beistand zu geben und vor allem die nach Kirkenes zur Ablösung durchmarschierenden deutschen Truppen sofort zurückzuziehen? Meine Antwort: Deutschland habe nach wie vor in Finnland keine politischen Interessen. Ein neuer Krieg Rußlands gegen das kleine finnische Volk aber könne von der deutschen Reichsregierung als nicht mehr tragbar angesehen werden, um so mehr, als wir an eine Bedrohung Rußlands durch Finnland niemals glauben könnten.
Wir wollten aber überhaupt nicht, daß in der Ostsee nochmals ein Kriegsgebiet entstehe. 3. Frage Molotows: Sei Deutschland bereit, einzuwilligen, daß Sowjetrußland seinerseits an Bulgarien eine Garantie gebe und sowjetische Truppen zu diesem Zwecke nach Bulgarien schicke, wobei er – Molotow – erklären wolle, daß sie nicht die Absicht hätten, aus diesem Anlaß z. B. den König zu beseitigen. Meine Antwort: Bulgarien sei ein souveräner Staat, und ich wüßte nicht, daß ähnlich wie Rumänien Deutschland, Bulgarien überhaupt Sowjetrußland um eine Garantie gebeten hätte. Außerdem müßte ich mich darüber mit meinen Verbündeten besprechen. 4. Frage Molotows: Sowjetrußland benötige unter allen Umständen einen freien Durchgang durch die Dardanellen und fordere auch zu seinem Schütze die Besetzung einiger wichtiger Stützpunkte an den Dardanellen bzw. am Bosporus. Sei Deutschland damit einverstanden oder nicht? Meine Antwort: Deutschland sei bereit, jederzeit seine Zustimmung zu geben zu einer Änderung des Status von Montreux zugunsten der Schwarzmeer-Staaten. Deutschland sei nicht bereit einzuwilligen in die Besitznahme russischer Stützpunkte an den Meerengen. Nationalsozialisten!
Ich habe hier jene Haltung eingenommen, die ich als verantwortlicher Führer des Deutschen Reiches, aber auch als verantwortungsbewußter Vertreter der europäischen Kultur und Zivilisation allein einnehmen konnte. Die Folge war eine Verstärkung der sowjetrussischen gegen das Reich gerichteten Tätigkeit, vor allem aber der LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 6 sofortige Beginn der inneren Aushöhlung des neuen rumänischen Staates und der Versuch, durch Propaganda die Bulgarische Regierung zu beseitigen. Mit Hilfe verwirrter, unreifer Köpfe der rumänischen Legion gelang es, in Rumänien einen Staatsstreich zu inszenieren, dessen Ziel es war, den Staatschef General Antonescu zu stürzen, im Lande ein Chaos zu erzeugen, um durch die Beseitigung einer legalen Gewalt die Voraussetzung für das Inkrafttreten des deutschen Garantieversprechens zu entfernen. Trotzdem glaubte ich noch immer, am besten mein Schweigen beizubehalten.
Sofort nach dem Scheitern dieses Unternehmens fand eine abermalige Verstärkung russischer Truppenkonzentrationen an der deutschen Ostgrenze statt. Panzerverbände und Fallschirmtruppen wurden in immer steigender Zahl in eine bedrohliche Nähe der deutschen Grenze verlegt. Die deutsche Wehrmacht und die deutsche Heimat wissen, daß sich noch bis vor wenigen Wochen [!] nicht eine einzige deutsche Panzer- oder Mot. Division an unserer Ostgrenze befand. Wenn es aber eines letzten Beweises für die trotz aller Ablenkung und Tarnung inzwischen eingetretene Koalition zwischen England und Sowjetrußland bedurft hätte, dann hat sie der jugoslawische Konflikt erbracht. Während ich mich bemühte, einen letzten Versuch zur Befriedung des Balkans zu unternehmen und in verständnisvoller Zusammenarbeit mit dem Duce Jugoslawien einlud, dem Dreierpakt beizutreten, organisierten in gemeinsamer Arbeit England und Sowjetrußland jenen Handstreich, der die damalige verständigungsbereite Regierung in einer Nacht beseitigte. Denn es kann heute dem deutschen Volke mitgeteilt werden: der serbische Handstreich gegen Deutschland fand nicht etwa nur unter englischen, sondern im wesentlichen unter sowjetrussischen Fahnen statt.
Da wir auch dazu schwiegen, ging aber nunmehr die sowjetische Führung noch einen Schritt weiter. Sie organisierte nicht nur den Putsch, sondern sie hat wenige Tage später mit den ihr ergebenen neuen Kreaturen das bekannte Freundschaftsabkommen getroffen, das bestimmt war, die Serben in ihrem Widerstands willen gegen die Befriedung des Balkans zu stärken und gegen Deutschland aufzustacheln. Und dies war keine platonische Absicht. Moskau forderte die Mobilisation der serbischen Armee. Da ich auch jetzt noch glaubte, lieber nicht zu reden, gingen die Machthaber des Kremls noch einen Schritt weiter: Die Deutsche Reichsregierung besitzt heute die Unterlagen, aus denen erwiesen ist, daß Rußland, um Serbien endgültig in den Kampf zu bringen, die Zusicherung gab, über Saloniki Waffen, Flugzeuge, Munition und sonstiges Kriegsmaterial gegen Deutschland zu liefern.
Und das geschah fast im selben Augenblick, als ich selbst noch dem japanischen Außenminister Dr. Matsuoka den Rat gab, mit Rußland eine Entspannung herbeizuführen, immer in der Hoffnung, damit dem Frieden zu dienen. Nur der schnelle Durchbruch unserer unvergleichlichen Divisionen nach Skoplje sowie die Einnahme von Saloniki selbst haben die Absichten dieses sowjetrussisch-angelsächsischen Komplotts verhindert. Die serbischen Fliegeroffiziere aber flohen nach Rußland und wurden dort sofort als Verbündete aufgenommen. Der Sieg der Achsenmächte auf dem Balkan allein hat zunächst den Plan vereitelt, Deutschland in diesem Sommer in monatelange Kämpfe im Südosten zu verstricken und unterdes den Aufmarsch der sowjetrussischen Armeen immer mehr zu vollenden, ihre Kriegsbereitschaft zu verstärken, um dann gemeinsam mit England und unterstützt durch die LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 7 erhofften amerikanischen Lieferungen das Deutsche Reich und Italien ersticken und erdrücken zu können. Damit hat Moskau die Abmachungen unseres Freundschaftspaktes nicht nur gebrochen, sondern in erbärmlicher Weise verraten.
Und dies alles, während die Machthaber des Kremls bis zur letzten Minute nach außen hin genau wie im Falle von Finnland oder Rumänien Frieden und Freundschaft heuchelten und scheinbar harmlose Dementis verfaßten. Wenn ich aber bisher durch die Umstände gezwungen war, immer wieder zu schweigen, so ist doch jetzt der Augenblick gekommen, wo ein weiteres Zusehen nicht nur eine Unterlassungssünde, sondern ein Verbrechen am deutschen Volk, ja an ganz Europa wäre. Heute stehen rund 160 russische Divisionen an unserer Grenze.
Seit Wochen finden dauernde Verletzungen dieser Grenze statt, nicht nur bei uns, sondern ebenso im hohen Norden wie in Rumänien. Russische Flieger machen es sich zum Vergnügen, unbekümmert diese Grenzen einfach zu übersehen, um uns wohl dadurch zu beweisen, daß sie sich bereits als die Herren dieser Gebiete fühlen. In der Nacht vom 17. zum 18. Juni haben wieder russische Patrouillen auf deutsches Reichsgebiet vorgefühlt und konnten erst nach längerem Feuergefecht zurückgetrieben werden.
Damit aber ist nunmehr die Stunde gekommen, in der es notwendig wird, diesem Komplott der jüdisch-angelsächsischen Kriegsanstifter und der ebenso jüdischen Machthaber der bolschewistischen Moskauer Zentrale entgegenzutreten. Deutsches Volk! In diesem Augenblick vollzieht sich ein Aufmarsch, der in Ausdehnung und Umfang der größte ist, den die Welt bisher gesehen hat.
Im Verein mit finnischen Kameraden stehen die Kämpfer des Siegers von Narvik 2 am Nördlichen Eismeer. Deutsche Divisionen unter dem Befehl des Eroberers von Norwegen schützen gemeinsam mit den finnischen Freiheitshelden unter ihrem Marschall den finnischen Boden. Von Ostpreußen bis zu den Karpaten reichen die Formationen der deutschen Ostfront. An den Ufern des Pruth, am Unterlauf der Donau bis zu den Gestaden des Schwarzen Meeres vereinen sich unter dem Staatschef Antonescu deutsche und rumänische Soldaten. Die Aufgabe dieser Front ist daher nicht mehr der Schutz einzelner Länder, sondern die Sicherung Europas und damit die Rettung aller.
Ich habe mich deshalb heute entschlossen, das Schicksal und die Zukunft des Deutschen Reiches und unseres Volkes wieder in die Hand unserer Soldaten zu legen. Möge uns der Herrgott gerade in diesem Kampfe helfen
Von schweren Sorgen bedrückt, zu monatelangem Schweigen verurteilt, ist nun die Stunde gekommen, in der ich endlich offen sprechen kann. Als das Deutsche Reich am 3. September 1939 die englische Kriegserklärung erhielt, wiederholte sich aufs neue der britische Versuch, jeden Beginn einer Konsolidierung und damit eines Aufstiegs Europas durch den Kampf gegen die jeweils stärkste Macht des Kontinents zu vereiteln.
So hat England einst in vielen Kriegen Spanien zugrunde gerichtet. So führte es seine Kriege gegen Holland. So bekämpfte es mit Hilfe von ganz Europa später Frankreich. Und so begann es um die Jahrhundertwende die Einkreisung des damaligen Deutschen Reiches und im Jahr 1914 den Weltkrieg. Nur durch seine innere Uneinigkeit ist Deutschland im Jahre 1918 unterlegen. Die Folgen waren furchtbar.
Nachdem man erst heuchlerisch erklärte, allein gegen den Kaiser und sein Regime gekämpft zu haben, begann man nach der Waffenniederlegung des deutschen Heeres mit der planmäßigen Vernichtung des Deutschen Reiches. Während sich die Prophezeiungen eines französischen Staatsmannes, daß in Deutschland 20 Millionen Menschen zuviel seien, d. h. durch Hunger, Krankheiten oder Auswanderung beseitigt werden müßten, scheinbar wörtlich erfüllten, begann die nationalsozialistische Bewegung ihr Einigungswerk des deutschen Volkes und damit den Wiederaufstieg des Reiches einzuleiten. Diese neue Erhebung unseres Volkes aus Not, Elend und schmählicher Mißachtung stand im Zeichen einer rein inneren Wiedergeburt.
Besonders England wurde dadurch nicht berührt oder gar bedroht. Trotzdem setzte die neue haßerfüllte Einkreisungspolitik gegen Deutschland augenblicklich wieder ein. Innen und außen kam es zu jenem uns bekannten Komplott zwischen Juden und Demokraten, Bolschewisten und Reaktionären mit den einzigen Zielen, die Errichtung des neuen deutschen Volksstaates zu verhindern, das Reich erneut in Ohnmacht und Elend zu stürzen.
Neben uns traf der Haß dieser internationalen Weltverschwörung jene Völker, die, ebenso vom Glück übersehen, im härtesten Daseinskampf das tägliche Brot zu verdienen gezwungen LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 2 waren. Vor allem Italien und Japan wurde der Anteil an den Gütern dieser Welt genau so wie Deutschland bestritten, ja förmlich verboten. Der Zusammenschluß dieser Nationen war daher nur ein Akt des Selbstschutzes gegenüber der sie bedrohenden egoistischen Weltkoalition des Reichtums und der Macht.
Allein schon 1936 erklärte Churchill nach den Aussagen des amerikanischen Generals Wood vor einem Ausschuß des amerikanischen Repräsentantenhauses, daß Deutschland wieder zu mächtig würde und daher vernichtet werden müsse. Im Sommer 1939 schien England der Zeitpunkt gekommen, die erneut beabsichtigte Vernichtung mit der Wiederholung einer umfassenden Einkreisungspolitik Deutschlands beginnen zu können.
Das System der zu diesem Zweck veranstalteten Lügenkampagne bestand darin, andere Völker als bedroht zu erklären, sie mit englischen Garantie- und Beistandsversprechen erst einmal einzufangen und dann so wie vor dem Weltkrieg gegen Deutschland marschieren zu lassen. So gelang es England, vom Mai bis August 1939 in die Welt die Behauptung zu lancieren, daß Litauen, Estland, Lettland, Finnland, Bessarabien sowohl als die Ukraine von Deutschland direkt bedroht seien.
Ein Teil der Staaten ließ sich dadurch verleiten, das mit diesen Behauptungen angebotene Garantieversprechen anzunehmen und ging damit in die neue Einkreisungsfront gegen Deutschland über. Unter diesen Umständen glaubte ich es vor meinem Gewissen und vor der Geschichte des deutschen Volkes verantworten zu können, nicht nur diesen Ländern bzw. ihren Regierungen die Unwahrheit der vorgebrachten britischen Behauptungen zu versichern, sondern darüber hinaus die stärkste Macht des Ostens noch besonders durch feierliche Erklärungen über die Grenzen unserer Interessen zu beruhigen. Nationalsozialisten!
Ihr habt es einst wohl alle gefühlt, daß dieser Schritt für mich ein bitterer und schwerer war. Niemals hat das deutsche Volk gegen die Völkerschaften Rußlands feindselige Gefühle gehegt. Allein seit über 2 Jahrzehnten hat sich die jüdisch-bolschewistische Machthaberschaft von Moskau aus bemüht, nicht nur Deutschland, sondern ganz Europa in Brand zu stecken.
Nicht Deutschland hat seine nationalsozialistische Weltanschauung jemals versucht, nach Rußland zu tragen, sondern die jüdisch-bolschewistischen Machthaber in Moskau haben es unentwegt unternommen, unserem und den anderen europäischen Völkern ihre Herrschaft aufzuoktroyieren, und dies nicht nur geistig, sondern vor allem auch militärisch-machtmäßig.
Die Folgen der Tätigkeit dieses Regimes aber waren in allen Ländern nur das Chaos, Elend und Hungersnot. Ich habe mich demgegenüber seit zwei Jahrzehnten bemüht, mit einem Minimum an Eingriffen und ohne jede Zerstörung unserer Produktion zu einer neuen sozialistischen Ordnung in Deutschland zu kommen, die nicht nur die Arbeitslosigkeit beseitigt, sondern auch den Gewinn der Arbeit steigend den schaffenden Menschen immer mehr zufließen läßt. Die Erfolge dieser Politik der wirtschaftlichen und sozialen Neuordnung unseres Volkes, die in planmäßiger Überwindung von Standes- und Klassengegensätzen als letztes Ziel einer wahren Volksgemeinschaft zustrebt, sind in der ganzen Welt einmalig.
Es war daher im August 1939 für mich eine schwere Überwindung, meinen Minister nach Moskau zu schicken, um dort zu versuchen, der britischen Einkreisungspolitik gegen Deutschland entgegenzuarbeiten. Ich tat es nur im Verantwortungsbewußtsein dem deutschen Volk gegenüber, vor allem aber in der Hoffnung, am Ende doch zu einer dauernden Entspannung kommen und die vielleicht von uns sonst geforderten Opfer vermindern zu können.

Juni 1941 3 Indem nun Deutschland in Moskau feierlich die angeführten Gebiete und Länder – ausgenommen Litauen – als außerhalb aller deutschen politischen Interessen liegend versicherte, wurde noch eine besondere Vereinbarung 1 getroffen für den Fall, daß es England gelingen sollte, Polen tatsächlich gegen Deutschland in den Krieg zu hetzen.
Aber auch hier fand eine Begrenzung der deutschen Ansprüche statt, die in keinem Verhältnis zu den Leistungen der deutschen Waffen stand. Nationalsozialisten! Die Folgen dieses von mir selbst gewünschten und im Interesse des deutschen Volkes abgeschlossenen Vertrages waren besonders für die in den betroffenen Ländern lebenden Deutschen sehr schwere. Weit mehr als eine halbe Million deutscher Volksgenossen – alles Kleinbauern, Handwerker und Arbeiter – wurden fast über Nacht gezwungen, ihre frühere Heimat zu verlassen, um einem neuen Regime zu entgehen, das ihnen zunächst mit grenzenlosem Elend, früher oder später aber mit der völligen Ausrottung drohte.
Trotzdem sind tausende Deutsche verschwunden! Es war unmöglich, jemals ihr Schicksal oder gar ihren Aufenthalt zu ermitteln. Unter ihnen befinden sich allein über 160 Männer deutscher Reichsangehörigkeit.
Ich habe zu dem allen geschwiegen, weil ich schweigen mußte! Denn es war ja mein Wunsch, eine endgültige Entspannung und wenn möglich einen dauernden Ausgleich mit diesem Staate herbeizuführen. Schon während unseres Vormarsches in Polen aber beanspruchten die sowjetischen Machthaber plötzlich entgegen dem Vertrag auch Litauen. Das Deutsche Reich hat nie die Absicht gehabt, Litauen zu besetzen und hat auch nicht nur kein derartiges Ansinnen an die Litauische Regierung gestellt, sondern im Gegenteil das Ersuchen der damaligen Litauischen Regierung, nach Litauen in diesem Sinne deutsche Truppen zu schicken, als nicht den Zielen der deutschen Politik entsprechend abgelehnt.
Trotzdem fügte ich mich auch in diese neue russische Forderung. Es war aber nur der Beginn fortgesetzter neuer Erpressungen, die sich seitdem immer wiederholten. Der Sieg in Polen, der ausschließlich [!] von deutschen Truppen erfochten worden war, veranlaßte mich, erneut ein Friedensangebot an die Westmächte zu richten. Es verfiel durch die internationalen und jüdischen Kriegshetzer der Ablehnung. Der Grund für diese Ablehnung aber lag schon damals daran, daß England noch immer die Hoffnung hatte, eine europäische Koalition gegen Deutschland mobilisieren zu können unter Einschluß des Balkans und Sowjetrußlands. So entschloß man sich in London, als Botschafter Mister Cripps nach Moskau zu schicken.
Er erhielt den klaren Auftrag, unter allen Umständen die Beziehungen zwischen England und Sowjetrußland erneut aufzunehmen und im englischen Sinne zu entwickeln. Über den Fortschritt dieser Mission berichtete die englische Presse, solange sie nicht taktische Gründe zum Schweigen veranlaßte. Im Herbst 1939 und Frühjahr 1940 zeigten sich auch tatsächlich schon die ersten Folgen. Während sich Rußland anschickte, nicht nur Finnland, sondern auch die baltischen Staaten militärisch zu unterjochen, motivierte es diesen Vorgang plötzlich mit der ebenso verlogenen wie lächerlichen Behauptung, diese Länder vor einer fremden Bedrohung schützen bzw. ihr zuvorkommen zu müssen. Damit aber sollte nur Deutschland gemeint sein.
Denn eine andere 1 Gemeint ist das geheime Zusatzabkommen v. 23. 8. 1939. [Anm. aus der Originaledition übernommen.] LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 4 Macht konnte überhaupt in die Ostseegebiete weder eindringen noch dort einen Krieg führen. Trotzdem mußte ich schweigen. Aber die Machthaber im Kreml gingen sofort weiter. Während Deutschland im Frühjahr 1940 seine Streitkräfte im Sinne des sogenannten Freundschaftspaktes weit von der Ostgrenze zurückzog, ja diese Gebiete zum großen Teil überhaupt von deutschen Truppen entblößte, begann bereits zu dieser Zeit der Aufmarsch russischer Kräfte in einem Ausmaß, der nur als eine bewußte Bedrohung Deutschlands aufgefaßt werden konnte. Nach einer damals persönlich abgegebenen Erklärung Molotows befanden sich schon in Frühjahr 1940 22 russische Divisionen allein in den baltischen Staaten.
Da die russische Regierung immer behauptete, sie sei von der dortigen Bevölkerung gerufen worden, konnte der Zweck ihres Dortseins mithin nur eine Demonstration gegen Deutschland sein. Während nun unsere Soldaten vom 10. Mai 1940 an die französischbritische Macht im Westen gebrochen hatten, wurde der russische Aufmarsch an unserer Ostfront aber in einem allmählich immer bedrohlicherem Ausmaß fortgesetzt. Vom August 1940 ab glaubte ich daher, es im Interesse des Reiches nicht mehr verantworten zu können, diesem gewaltigen Kräfteaufmarsch bolschewistischer Divisionen gegenüber unsere ohnehin schon so oft verwüsteten Ostprovinzen ungeschützt sein zu lassen.
Damit aber trat das ein, was die britisch-sowjetrussische Zusammenarbeit beabsichtigte, nämlich: die Bindung so starker deutscher Kräfte im Osten, daß besonders luftmäßig eine radikale Beendigung des Krieges im Westen von der deutschen Führung nicht mehr verantwortet werden konnte. Dies entsprach aber nicht nur dem Ziel der britischen, sondern auch der sowjetrussischen Politik. Denn sowohl England wie Sowjetrußland haben die Absicht, diesen Krieg so lange als möglich dauern zu lassen, um ganz Europa zu schwächen und es in eine immer größere Ohnmacht zu versetzen.
Der bedrohliche Angriff Rußlands gegen Rumänien sollte ebenfalls im letzten Grunde nur der Aufgabe dienen, eine wichtige Basis nicht nur des deutschen, sondern des wirtschaftlichen Lebens ganz Europas in die Hand zu bekommen oder unter Umständen wenigstens zu vernichten. Gerade das Deutsche Reich aber hat sich seit dem Jahre 1933 mit unendlicher Geduld bemüht, die südosteuropäischen Staaten als Handelspartner zu gewinnen. Wir besaßen deshalb auch das höchste Interesse an ihrer inneren staatlichen Konsolidierung und Ordnung. Der Einbruch Rußlands in Rumänien, die griechische Bindung an England drohten auch diese Gebiete in kurzer Zeit in einen allgemeinen Kriegsschauplatz zu verwandeln.
Entgegen unseren Grundsätzen und Gebräuchen habe ich auf eine dringende Bitte der damaligen an dieser Entwicklung selbst schuldigen Rumänischen Regierung den Rat gegeben, um des Friedens wegen der sowjetischen Erpressung nachzugeben und Bessarabien abzutreten. Die Rumänische Regierung glaubte dies aber vor ihrem eigenen Volke nur unter der Voraussetzung noch tragen zu können, wenn Deutschland und Italien als Entschädigung dafür wenigstens eine Garantie geben würden, daß an dem noch übrig bleibenden Bestand Rumäniens nicht mehr gerüttelt wird.
Ich habe dies schweren Herzens getan. Vor allem schon deshalb: Wenn das Deutsche Reich eine Garantie gibt, bedeutet dies, daß es dafür auch einsteht. Wir sind weder Engländer noch Juden. So glaubte ich noch in letzter Stunde, dem Frieden in diesem Gebiete gedient zu haben, wenn auch unter der Annahme einer schweren eigenen Verpflichtung. Um aber diese Probleme endgültig zu lösen und über die russische Einstellung dem Reiche gegenüber ebenfalls LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 5 Klarheit zu erhalten, sowie unter dem Druck der sich stetig verstärkenden Mobilisierung an unserer Ostgrenze, habe ich Herrn Molotow eingeladen, nach Berlin zu kommen.
Der sowjetische Außenminister verlangte nun die Klärung bzw. Zustimmung Deutschlands in folgenden vier Fragen: 1. Frage Molotows: Solle sich die deutsche Garantie für Rumänien im Falle eines Angriffs Sowjetrußlands gegen Rumänien auch gegen Sowjetrußland richten? Meine Antwort: Die deutsche Garantie ist eine allgemeine und uns unbedingt verpflichtende. Rußland habe uns aber nie erklärt, daß es außer Bessarabien überhaupt noch in Rumänien Interessen besitze. Schon die Besetzung der Nord-Bukowina war ein Verstoß gegen diese Versicherung. Ich glaubte daher nicht, daß Rußland jetzt plötzlich noch weitergehende Absichten gegen Rumänien haben könnte. 2. Frage Molotows: Rußland fühle sich erneut von Finnland bedroht, Rußland sei entschlossen, dies nicht zu dulden. Sei Deutschland bereit, Finnland keinerlei Beistand zu geben und vor allem die nach Kirkenes zur Ablösung durchmarschierenden deutschen Truppen sofort zurückzuziehen? Meine Antwort: Deutschland habe nach wie vor in Finnland keine politischen Interessen. Ein neuer Krieg Rußlands gegen das kleine finnische Volk aber könne von der deutschen Reichsregierung als nicht mehr tragbar angesehen werden, um so mehr, als wir an eine Bedrohung Rußlands durch Finnland niemals glauben könnten.
Wir wollten aber überhaupt nicht, daß in der Ostsee nochmals ein Kriegsgebiet entstehe. 3. Frage Molotows: Sei Deutschland bereit, einzuwilligen, daß Sowjetrußland seinerseits an Bulgarien eine Garantie gebe und sowjetische Truppen zu diesem Zwecke nach Bulgarien schicke, wobei er – Molotow – erklären wolle, daß sie nicht die Absicht hätten, aus diesem Anlaß z. B. den König zu beseitigen. Meine Antwort: Bulgarien sei ein souveräner Staat, und ich wüßte nicht, daß ähnlich wie Rumänien Deutschland, Bulgarien überhaupt Sowjetrußland um eine Garantie gebeten hätte. Außerdem müßte ich mich darüber mit meinen Verbündeten besprechen. 4. Frage Molotows: Sowjetrußland benötige unter allen Umständen einen freien Durchgang durch die Dardanellen und fordere auch zu seinem Schütze die Besetzung einiger wichtiger Stützpunkte an den Dardanellen bzw. am Bosporus. Sei Deutschland damit einverstanden oder nicht? Meine Antwort: Deutschland sei bereit, jederzeit seine Zustimmung zu geben zu einer Änderung des Status von Montreux zugunsten der Schwarzmeer-Staaten. Deutschland sei nicht bereit einzuwilligen in die Besitznahme russischer Stützpunkte an den Meerengen. Nationalsozialisten!
Ich habe hier jene Haltung eingenommen, die ich als verantwortlicher Führer des Deutschen Reiches, aber auch als verantwortungsbewußter Vertreter der europäischen Kultur und Zivilisation allein einnehmen konnte. Die Folge war eine Verstärkung der sowjetrussischen gegen das Reich gerichteten Tätigkeit, vor allem aber der LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 6 sofortige Beginn der inneren Aushöhlung des neuen rumänischen Staates und der Versuch, durch Propaganda die Bulgarische Regierung zu beseitigen. Mit Hilfe verwirrter, unreifer Köpfe der rumänischen Legion gelang es, in Rumänien einen Staatsstreich zu inszenieren, dessen Ziel es war, den Staatschef General Antonescu zu stürzen, im Lande ein Chaos zu erzeugen, um durch die Beseitigung einer legalen Gewalt die Voraussetzung für das Inkrafttreten des deutschen Garantieversprechens zu entfernen. Trotzdem glaubte ich noch immer, am besten mein Schweigen beizubehalten.
Sofort nach dem Scheitern dieses Unternehmens fand eine abermalige Verstärkung russischer Truppenkonzentrationen an der deutschen Ostgrenze statt. Panzerverbände und Fallschirmtruppen wurden in immer steigender Zahl in eine bedrohliche Nähe der deutschen Grenze verlegt. Die deutsche Wehrmacht und die deutsche Heimat wissen, daß sich noch bis vor wenigen Wochen [!] nicht eine einzige deutsche Panzer- oder Mot. Division an unserer Ostgrenze befand. Wenn es aber eines letzten Beweises für die trotz aller Ablenkung und Tarnung inzwischen eingetretene Koalition zwischen England und Sowjetrußland bedurft hätte, dann hat sie der jugoslawische Konflikt erbracht. Während ich mich bemühte, einen letzten Versuch zur Befriedung des Balkans zu unternehmen und in verständnisvoller Zusammenarbeit mit dem Duce Jugoslawien einlud, dem Dreierpakt beizutreten, organisierten in gemeinsamer Arbeit England und Sowjetrußland jenen Handstreich, der die damalige verständigungsbereite Regierung in einer Nacht beseitigte. Denn es kann heute dem deutschen Volke mitgeteilt werden: der serbische Handstreich gegen Deutschland fand nicht etwa nur unter englischen, sondern im wesentlichen unter sowjetrussischen Fahnen statt.
Da wir auch dazu schwiegen, ging aber nunmehr die sowjetische Führung noch einen Schritt weiter. Sie organisierte nicht nur den Putsch, sondern sie hat wenige Tage später mit den ihr ergebenen neuen Kreaturen das bekannte Freundschaftsabkommen getroffen, das bestimmt war, die Serben in ihrem Widerstands willen gegen die Befriedung des Balkans zu stärken und gegen Deutschland aufzustacheln. Und dies war keine platonische Absicht. Moskau forderte die Mobilisation der serbischen Armee. Da ich auch jetzt noch glaubte, lieber nicht zu reden, gingen die Machthaber des Kremls noch einen Schritt weiter: Die Deutsche Reichsregierung besitzt heute die Unterlagen, aus denen erwiesen ist, daß Rußland, um Serbien endgültig in den Kampf zu bringen, die Zusicherung gab, über Saloniki Waffen, Flugzeuge, Munition und sonstiges Kriegsmaterial gegen Deutschland zu liefern.
Und das geschah fast im selben Augenblick, als ich selbst noch dem japanischen Außenminister Dr. Matsuoka den Rat gab, mit Rußland eine Entspannung herbeizuführen, immer in der Hoffnung, damit dem Frieden zu dienen. Nur der schnelle Durchbruch unserer unvergleichlichen Divisionen nach Skoplje sowie die Einnahme von Saloniki selbst haben die Absichten dieses sowjetrussisch-angelsächsischen Komplotts verhindert. Die serbischen Fliegeroffiziere aber flohen nach Rußland und wurden dort sofort als Verbündete aufgenommen. Der Sieg der Achsenmächte auf dem Balkan allein hat zunächst den Plan vereitelt, Deutschland in diesem Sommer in monatelange Kämpfe im Südosten zu verstricken und unterdes den Aufmarsch der sowjetrussischen Armeen immer mehr zu vollenden, ihre Kriegsbereitschaft zu verstärken, um dann gemeinsam mit England und unterstützt durch die LV Schlüsseltexte zum NS: Hitlerproklamation vom 22. Juni 1941 7 erhofften amerikanischen Lieferungen das Deutsche Reich und Italien ersticken und erdrücken zu können. Damit hat Moskau die Abmachungen unseres Freundschaftspaktes nicht nur gebrochen, sondern in erbärmlicher Weise verraten.

Wenn ich aber bisher durch die Umstände gezwungen war, immer wieder zu schweigen, so ist doch jetzt der Augenblick gekommen, wo ein weiteres Zusehen nicht nur eine Unterlassungssünde, sondern ein Verbrechen am deutschen Volk, ja an ganz Europa wäre. Heute stehen rund 160 russische Divisionen an unserer Grenze.
Seit Wochen finden dauernde Verletzungen dieser Grenze statt, nicht nur bei uns, sondern ebenso im hohen Norden wie in Rumänien. Russische Flieger machen es sich zum Vergnügen, unbekümmert diese Grenzen einfach zu übersehen, um uns wohl dadurch zu beweisen, daß sie sich bereits als die Herren dieser Gebiete fühlen. In der Nacht vom 17. zum 18. Juni haben wieder russische Patrouillen auf deutsches Reichsgebiet vorgefühlt und konnten erst nach längerem Feuergefecht zurückgetrieben werden.
Damit aber ist nunmehr die Stunde gekommen, in der es notwendig wird, diesem Komplott der jüdisch-angelsächsischen Kriegsanstifter und der ebenso jüdischen Machthaber der bolschewistischen Moskauer Zentrale entgegenzutreten. Deutsches Volk! In diesem Augenblick vollzieht sich ein Aufmarsch, der in Ausdehnung und Umfang der größte ist, den die Welt bisher gesehen hat.
Im Verein mit finnischen Kameraden stehen die Kämpfer des Siegers von Narvik 2 am Nördlichen Eismeer. Deutsche Divisionen unter dem Befehl des Eroberers von Norwegen schützen gemeinsam mit den finnischen Freiheitshelden unter ihrem Marschall den finnischen Boden. Von Ostpreußen bis zu den Karpaten reichen die Formationen der deutschen Ostfront. An den Ufern des Pruth, am Unterlauf der Donau bis zu den Gestaden des Schwarzen Meeres vereinen sich unter dem Staatschef Antonescu deutsche und rumänische Soldaten. Die Aufgabe dieser Front ist daher nicht mehr der Schutz einzelner Länder, sondern die Sicherung Europas und damit die Rettung aller.

Comrades, it is in strenuous circumstances that we are to-day celebrating the twenty-fourth anniversary of the October Revolution. The perfidious attack of the German brigands and the war which has been forced upon us have created a threat to our country. We have temporarily lost a number of regions, the enemy has appeared at the gates of Leningrad and Moscow. The enemy reckoned that after the very first blow our army would be dispersed, and our country would be forced to her knees. But the enemy gravely miscalculated. In spite of temporary reverses, our Army and Navy are heroically repulsing the enemy’s attacks along the entire front and inflicting heavy losses upon him, while our country--our entire country—has organized itself into one fighting camp in order, together with our Army and our Navy, to encompass the rout of the German invaders.
There were times when our country was in a still more difficult position. Remember the year 1918, when we celebrated the first anniversary of the October Revolution. Three-quarters of our country was at that time in the hands of foreign interventionists. The Ukraine, the Caucasus, Central Asia, the Urals, Siberia and the Far East were temporarily lost to us. We had no allies, we had no Red Army—we had only just begun to create it; there was a shortage of food, of armaments, of clothing for the Army. Fourteen states were pressing against our country. But we did not become despondent, we did not lose heart. In the fire of war we forged the Red Army and converted our country into a military camp. The spirit of the great Lenin animated us at that time for the war against the interventionists. And what happened? We routed the interventionists, recovered all our lost territory, and achieved victory.
To-day the position of our country is far better than twenty-three years ago. Our country is now many times richer than it was twenty-three years ago as regards industry, food and raw materials. We now have allies, who together with us are maintaining a united front against the German invaders. We now enjoy the sympathy and support of all the nations of Europe who have fallen under the yoke of Hitler’s tyranny. We now have a splendid Army and a splendid Navy, who are defending with their lives the liberty and independence of our country. We experience no serious shortage of either food, or armaments or army clothing. Our entire country, all the peoples of our country, support our Army and our Navy, helping them to smash the invading hordes of German fascists. Our reserves of man-power are inexhaustible. The spirit of the great Lenin and his victorious banner animate us now in this patriotic war just as they did twenty-three years ago.
Can there be any doubt that we can, and are bound to, defeat the German invaders?
The enemy is not so strong as some frightened little intellectuals picture him. The devil is not so terrible as he is painted. Who can deny that our Red Army has more than once put the vaunted German troops to panic flight? If one judges, not by the boastful assertions of the German propagandists, but by the actual position of Germany, it will not be difficult to understand that the German-fascist invaders are facing disaster. Hunger and impoverishment reign in Germany to-day; in four months of war Germany has lost four and a half million men; Germany is bleeding, her reserves of man-power are giving out, the spirit of indignation is spreading not only among the peoples of Europe who have fallen under the yoke of the German invaders but also among the German people themselves, who see no end to war. The German invaders are straining their last efforts. There is no doubt that Germany cannot sustain such a strain for long. Another few months, another half-year, perhaps another year, and Hitlerite Germany must burst under the pressure of her crimes.
Comrades, men of the Red Army and Red Navy, commanders and political instructors, men and women guerillas, the whole world is looking to you as the force capable of destroying the plundering hordes of German invaders. The enslaved peoples of Europe who have fallen under the yoke of the German invaders look to you as their liberators. A great liberating mission has fallen to your lot. Be worthy of this mission! У нас есть теперь союзники, держащие вместе с нами единый фронт против немецких захватчиков. Мы имеем теперь сочувствие и поддержку всех народов Европы, попавших под иго гитлеровской тирании. Мы имеем теперь замечательную армию и замечательный флот, грудью отстаивающие свободу и независимость нашей Родины. У нас нет серьезной нехватки ни в продовольствии, ни в вооружении, ни в обмундировании. Вся наша страна, все народы нашей страны подпирают нашу армию, наш флот, помогая им разбить захватнические орды немецких фашистов. Наши людские резервы неисчерпаемы. Дух великого Ленина и его победоносное знамя вдохновляют нас теперь на Отечественную войну так же, как 23 года назад.
Разве можно сомневаться в том, что мы можем и должны победить немецких захватчиков?
Враг не так силен, как изображают его некоторые перепуганные интеллигентики. Не так страшен чорт, как его малюют. Кто может отрицать, что наша Красная Армия не раз обращала в паническое бегство хваленые немецкие войска? Если судить не по хвастливым заявлениям немецких пропагандистов, а по действительному положению Германии, нетрудно будет понять, что немецко-фашистские захватчики стоят перед катастрофой. В Германии теперь царят голод и обнищание, за 4 месяца войны Германия потеряла 4 с половиной миллиона солдат, Германия истекает кровью, ее людские резервы иссякают, дух возмущения овладевает не только народами Европы, подпавшими под иго немецких захватчиков, но и самим германским народом, который не видит конца войны. Немецкие захватчики напрягают последние силы. Нет сомнения, что Германия не может выдержать долго такого напряжения. Еще несколько месяцев, еще полгода, может быть годик, — и гитлеровская Германия должна лопнуть под тяжестью своих преступлений.

Бывали дни, когда наша страна находилась в еще более тяжелом положении. Вспомните 1918 год, когда мы праздновали первую годовщину Октябрьской революции. Три четверти нашей страны находились тогда в руках иностранных интервентов. Украина, Кавказ, Средняя Азия, Урал, Сибирь, Дальний Восток были временно потеряны нами. У нас не было союзников, у нас не было Красной Армии, — мы ее только начали создавать, — нехватало хлеба, нехватало вооружения, нехватало обмундирования. 14 государств наседали тогда на нашу страну. Но мы не унывали, не падали духом. В огне войны организовали тогда мы Красную Армию и превратили нашу страну в военный лагерь. Дух великого Ленина вдохновлял нас тогда на войну против интервентов. И что же? Мы разбили интервентов, вернули все потерянные территории и добились победы.
Теперь положение нашей страны куда лучше, чем 23 года назад. Наша страна во много раз богаче теперь и промышленностью, и продовольствием, и сырьем, чем 23 года назад. У нас есть теперь союзники, держащие вместе с нами единый фронт против немецких захватчиков. Мы имеем теперь сочувствие и поддержку всех народов Европы, попавших под иго гитлеровской тирании. Мы имеем теперь замечательную армию и замечательный флот, грудью отстаивающие свободу и независимость нашей Родины. У нас нет серьезной нехватки ни в продовольствии, ни в вооружении, ни в обмундировании. Вся наша страна, все народы нашей страны подпирают нашу армию, наш флот, помогая им разбить захватнические орды немецких фашистов. Наши людские резервы неисчерпаемы. Дух великого Ленина и его победоносное знамя вдохновляют нас теперь на Отечественную войну так же, как 23 года назад.
Разве можно сомневаться в том, что мы можем и должны победить немецких захватчиков?
Враг не так силен, как изображают его некоторые перепуганные интеллигентики. Не так страшен чорт, как его малюют. Кто может отрицать, что наша Красная Армия не раз обращала в паническое бегство хваленые немецкие войска? Если судить не по хвастливым заявлениям немецких пропагандистов, а по действительному положению Германии, нетрудно будет понять, что немецко-фашистские захватчики стоят перед катастрофой. В Германии теперь царят голод и обнищание, за 4 месяца войны Германия потеряла 4 с половиной миллиона солдат, Германия истекает кровью, ее людские резервы иссякают, дух возмущения овладевает не только народами Европы, подпавшими под иго немецких захватчиков, но и самим германским народом, который не видит конца войны. Немецкие захватчики напрягают последние силы. Нет сомнения, что Германия не может выдержать долго такого напряжения. Еще несколько месяцев, еще полгода, может быть годик, — и гитлеровская Германия должна лопнуть под тяжестью своих преступлений.
Товарищи красноармейцы и краснофлотцы, командиры и политработники, партизаны и партизанки! На вас смотрит весь мир, как на силу, способную уничтожить грабительские полчища немецких захватчиков. На вас смотрят порабощенные народы Европы, подпавшие под иго немецких захватчиков, как на своих освободителей. Великая освободительная миссия выпала на вашу долю. Будьте же достойными этой миссии! Война, которую вы ведете, есть война освободительная, война справедливая. “Speech at the Red Army Parade on the Red Square, Moscow” is a public speech given to the Russian audience by the speaker and dictator of the Soviet Union, Joseph Stalin, on November 7, 1941 in Moscow, Russia. Stalin gave this speech intended for the citizens of the Soviet Union, most importantly to the Red Army who was about to go to war with Germany. The purpose of Stalin’s speech was to announce the anniversary celebration of the October Revolution to the crowd as well as encouraging the present Red Army to defeat the enemy, German Nazi invaders who were about to attack them. With reference to the origin and purpose of the source, one value that the public speech made by Stalin holds for a history student studying this event is its use in which one is able to learn ways Stalin used techniques of speaking as a totalitarian dictator of the Soviet Union through an analysis of the speech. Another value that the speech holds for an historian studying the time periods of World War I and World War II are facts of history that can be learned through what Stalin is talking about, which includes some process of the Soviet Union from the First World War to the Second World War. With reference to the origin and purpose of the source, a limitation that the speech holds as Stalin talks about defending the attack from Germany is the absence for a reason to why they are being attacked. Rhetorical devices used in his speech no matter the size, still make Stalin a successful speacker with plenty of followers. At the beginning of his speech Stalin, already makes the use of an apposition to provide additional information, making the people he talks about seem of higher importance, those people are used to his favor which become strong support. A parenthesis has the same function of an apposition, except that while the apposition gives additional title to people or subjects, a parenthesis is an interrruption that adds extra information to the topic. After the apposition, Stalin uses an asyndeton to keep on praising people, speeding up the rhythm of words, but efficiently making a grand entrance to the beginning of the speech. Metphors used by Stalin in his speech serve as a way of viewing a topic, which he then compares to something grand, adding on to his favor. Back to the beginning of his speech, Joseph Stalin makes sure to use polysendeton right after asyndeton, which means that after a quick rhythm of words, Stalin now joins phrases and continues his speech bringing it to a steady pace. Much like a circumlocution, Stalin uses periphrasis to talk around a matter; while talking to the Red Army, Stalin constantly reminds them that they cannot loose to the Germans because their own army is much more powerful; to make sure that the soldiers don't forget, using perphrasis, Stalin tries to restate that there is no way that they should be defeated. Due to this Stalin uses other rhetorical devices such as an anadiplosis, whose function just adds to the main idea the dictator is trying to get across. Stalin uses similies once in a while to quickly and directly compare. Anaphoras are used to remind people of the main topic, while adding on to it, repeating at the beginning of sentences keeps the audience aware of what he talks about. The use of an anticlimax is used only abput once, going up in climax, the end, expected to be great but instead stating something else not expected, enriches mainly the attention that the crowd has for the speaker. A climax on the other hand, also keeps the audience attentive, reaching higher in words and ending with the crowd cheering which for the soldiers could mean motivation.
